With this last time, the emergence of the communicative approach, arises the objectives described in terms of competence. It will be, firstly, the concept of linguistic competence and, subsequently, the communicative competence which directed the actions of the language teachers. The terms of linguistic competence and communicative competence raises the separation between a psychological level and a social level, the first related to the knowledge of the rules of language and the second to the manifestation of those rules in the use of language.
With the idea of competence-performance, the scholars of language teaching defined competence as the goal of teaching. In other words, it is intended that the learner mastered the rules of the use of language, which affect a direct effect on its linguistics action. In a principle, the term "Competence" referred exclusively to the linguistic competence that consists of a set organized knowledge formed by several components: the phonological component, the morphological component, the syntactical component, the semantic component and the lexicon component.
However, different authors pointed to the limitation of linguistic competence for the teaching of foreign languages. Nowadays , the Council of Europe analyzes the communicative competence at three components , the first one is the socio-linguistic part, that
